NO!!!  As far as I know, the release-21-4 branch already exists, and
the head of the release-21-2 branch contains changes Stephen doesn't
want in 21.4.  Just leave release-21-4 where it is.  Or wait for
Stephen to clarify the intent.

Consider figuring out how to lock the release-21-2 branch from
checkins after the conversion, if possible.  It looks like `cvs admin
-lrelease-21.2'  should do this, but of course, cvs admin is always dangerous.
You did back up the repository, right?
