Sure, but as you noticed yourself, our "echo area" (aka minibuffer) is
not a gutter. Either way, if the bottom gutter were there all the
time, everything would work. But it's not, and popping it up causes
an irritating flash.
To my mind, the real question is not "why isn't the progress
gauge
in echo area?", it's "why isn't the echo area in the gutter?",
I could imagine someone wanting to have both a bottom gutter and a
workable echo area. Example would be a user who wants the buffer tabs
positioned at the bottom of the frame.
