On Windows NT 4.0 (presumably all MS-Windows systems), Dired is not reusing buffers properly. The problem appears to be due to Dired treating the directory name as case sensitive whereas MS-Windows is case insensitive. Therefore, if you edit the same directory, but specify the name once in upper case and once in lower case (or some combination thereof), Dired will assume it's two different directories and create new buffers for the directory.
