So just leaving them as is would then be our policy. Right?
Well, no, not if we're syncing ChangeLog text from the FSF or its
assignors. Since that's the whole point of this exercise as far as
I'm concerned, we probably ought to put the license text in there, at
least, and add a note that each ChangeLog is the property of its
author or his assignee, usually (but not always) the person named as
author of the change.
