Hi,
In the set of files that remains to be handled I turn to the
ChangeLogs. (Hoping that they can be handled in the same way so that
we don't really have to deal with them one by one from directory to
directory.)
In the current trunk these files are without copyright and
license. What do we need to do in order to go GPLv3 or later?
Thoughts, comments, ideas?

What does Emacs do?
ISTM that these are indeed copyrightable, but why anyone would care
about the license, I don't know. Under our policy that patches
should come with ChangeLog entries, effectively the log header is a
copyright notice; reproducing that would be obnoxious.

Well, no, not if we're syncing ChangeLog text from the FSF or its
assignors. Since that's the whole point of this exercise as far as
I'm concerned, we probably ought to put the license text in there, at
least, and add a note that each ChangeLog is the property of its
author or his assignee, usually (but not always) the person named as
author of the change.

I don't see how? ISTM it's just the same as with any other kind of
change or contribution.
