Well, the situation is kind of confusing. For example, Dired
documentation is maintained in the main XEmacs info tree (in node
"(xemacs)dired") rather than separately in the package (I guess that's
a historical thing, and of course in GNU Emacs it's integrated into
the core). I suppose we should clean that up.
If you have the menubar enabled, Help|Dired offers items for Info and
bug reporting.
