define-minor-mode: seems to be turned on in all buffers

        Hello

I have another problem with define-minor-mode. The code in question is
longlines-mode.el and it seems when longlines-mode is turned on in one
buffer, he is turned on in other buffers as well.

I tried to rewrite the part of the code in longline-mode as a ordinary
minor mode, however I failed, it seems that I cannot turn that mode
on. 

What is so specific about define-minor-mode that cannot be done with 
defun?
