immediately after the call to set-language-environment, and that should fix
it.
Great, that works.
I think that should be the default in the Japanese language
environment because
- XEmacs 21.4.x handled these German umlauts as single width
in Japanese language environment
- GNU Emacs 21.3 also handles them as single width in Japanese
language environment.
It may be debatable whether Russian for example should be handled as
double or single width because Russian characters have the
EastAsianAmbiguous property in Unicode. But the German umlauts do not
have the EastAsianAmbiguous property, i.e. they should never be
treated as double width. See:

Characters like ± (U+00B1 PLUS-MINUS SIGN) might cause problems.
U+00B1 has the EastAsianAmbiguous but is in latin-iso8859-1. With
your above value of (language-unicode-precedence-list) it will be
handled as single width. It is probably not possible to handle U+00B1
as double width in XEmacs and handle German Umlauts as single width at
the same time.
Anyway, not such a serious problem, I think it is good enough for the
moment to handle all of them as single width as this was done in
XEmacs 21.4.x and is still done in GNU Emacs and handling them as
double width doesn't seem to have an advantage.
