I tend to agree that the idea of character syntax classes is weird in
a modern environment. However, because the syntax tables exist, many
3rd-party modes define comments in terms of the comment character
syntax.
These must be supported.

OTOH, as redundancies have been mentioned, why not go
through and weed out all these useless code kept for
several reasons?
What about to present comment.el as an alternative? So
people may use old newcomment.el as far as it's
fine. Should a bug occur which doesn't exist in
comment.el, user may switch.
I'll deliver a hook, installing than necessary
functions to call.
That commenting will not require an active region,
operating on the line then. However, if a region is
active, it will be used.
Therefore the new set may end with "-lor",
"line-or-region".
