And the space is even more limited when you consider tags that already
exist in the Subject field, like [Bug: 21.5-b27].
You for sure don't want per-list tags if you have any amount of
cross-posting. The OpenSolaris lists currently insert per-list tags,
and it's a mess. (Despite which, there does not seem to be consensus
that the tags should be removed.)
