Maybe. But from what have seen so far from the gutter usages (W3
progress bars) I like that they come above the echo area. The echo
area/minibuffer is really frame element too and it is nice to have
such an important data source/input area at a place that is easy to
locate visually. The top gutter also appears below the menu bar.
The difference is that the minibuffer is an Emacs window. If I
type C-x o repeatedly with an active minibuffer, I will skip over
this gutter thing, which is odd, in an Emacs sense. I think the
windows and their elements should be contiguous, surrounded by
the frame elements.
Your progress gauge should be put into the echo area, the standard
place for displaying progress status.
