I've enabled it in the past using the menus (Options->Syntax
Highlighting), but you can probably do something like

M-x customize-group [RET] fast-lock

I didn't notice a specific toggle for the caching, but there is a
setting for fast-lock-cache-directory which contains "." for me, so I
have .flc files all over the place ;-)

I think there's too many different font-locking methods in XEmacs, and
they seem to interact strangely.
