The ftp site is the canonical place.
Target all in
xemacsweb\Download\win32\Makefile
run via the commit-trigger updates the website as follows:
all: setup.exe setup.ini
setup.exe: FORCE
wget --timestamping
http://ftp.xemacs.org/windows/setup.exe
setup.ini: FORCE
wget --timestamping
http://ftp.xemacs.org/windows/setup.ini

That "made available on the web site" was a pain.
It didn't work very well because Andy and I had to touch bases and
coordinate the update.
My vision for the fure is that whoever puts up
http://ftp.xemacs.org/windows/setup.{exe,ini}
will also update the version number in
xemacsweb\Download\win32\index.content
Commiting index.content will also wget over the new setup.{exe,ini}
files.
