I added external makeinfo support in following patch to xemacs-patches.

Hacked on the texinfo package a while back too to make this work.

Well, I have run all your texi files past
c:\temp\texinfo-3.12\makeinfo\makeinfo.exe. See my previous mails for
what fails. I may take a look at them. As it stands now, it is not
true that all texi files are conformant to texinfo-3.12.
