The 21.1 series is now at release 14, and the 21.4 series has been
pretty much stable for a year now. If this bothers you, upgrade.
A lot of changes and fixes to the syntax code have been made since
21.1.7; if you can replicate in a more recent release, please report
it again. First update your net-utils package so that M-x
report-emacs-bug goes to the developers' mailing list.
