It looks like Emacs is going to deprecate outline-mode in favor of
org-mode. Getting org-mode into packages is looking more pressing.
Volunteers welcome. (I think Mats is already working on this.)

At least, I never use plain outline mode anymore; org-mode seems to be
the right superset.

Mats and I just sent another batch of patches upstream. Let me know if
you want to help, I'll set up access to our org-mode clone where we
manage XEmacs-related changes.
Technicality: Note org-mode *depends* on outline-mode.

As Michael said, org-mode depends on outline-mode.
I am a big fan of org-mode, I use the spreadsheet and the
preview-latex-fragments functionality frequently. So if I
can help testing the finished org-mode Xemacs pkg, let me
know.
However a lot of functions do not work in Xemacs, for
example export to ODT. I would no mind try to port the
latter into Xemacs. But there are much more examples. So we
might get a couple of complains concerning org-mode if we
put in as a package.
The other issue is that for 21.4.X we would need to use a
older version of org-mode, namely 6.3X.
Or we desactivate org-mode for 21.4 directly.

I personally don't care if some commands (or even a lot of commands)
fail safe. As long as no commands crash XEmacs (but that is a bug in
XEmacs, not in the package) or destroy data, and the package does
provide valuable new functionality, it's reasonable to add a partially
functional package. We have a standard answer to complaints: "File a
tracker issue. Patches welcome!"
The other issue is that for 21.4.X we would need to use a
older version of org-mode, namely 6.3X.
We don't *need* to provide new functionality for 21.4, only avoid
breaking old functionality. Of course it's highly desirable. If
org-mode 6.3X works more or less out-of-the-box, then we can *and
should* provide that package as org-mode-63x and use whatever dodge we
use in such cases (like vc and vc-cc) to ensure the right package is
chosen at runtime.
