I personally don't care if some commands (or even a lot of commands)
fail safe. As long as no commands crash XEmacs (but that is a bug in
XEmacs, not in the package) or destroy data, and the package does
provide valuable new functionality, it's reasonable to add a partially
functional package. We have a standard answer to complaints: "File a
tracker issue. Patches welcome!"
The other issue is that for 21.4.X we would need to use a
older version of org-mode, namely 6.3X.
We don't *need* to provide new functionality for 21.4, only avoid
breaking old functionality. Of course it's highly desirable. If
org-mode 6.3X works more or less out-of-the-box, then we can *and
should* provide that package as org-mode-63x and use whatever dodge we
use in such cases (like vc and vc-cc) to ensure the right package is
chosen at runtime.
