Don't touch custom.el; that file is automatically maintained, and if
it gets confused you can lose *all* the customizations in it. Any
settings that you make by hand should go into init.el.

Why don't you just install the XEmacs vhdl package, which is at
v3.33.2? If you need some patch that was made in the last few
femto-releases, we can look at updating the package, but this will get
you started.
If your machine is capable of doing FTP, then M-x list-packages will
give you the installer. If you are using Cygwin, you may be able to
use the Cygwin installer, or try the XEmacs installer at
http://www.xemacs.org/Download/. (Maybe that's "Downloads" with an
"s".)
