Please don't do that. The appropriate path on native Windows systems
doesn't include the lib/xemacs bit. A brief note in the README advising
the user to unpack into lib/xemacs would probably be as good.
One day, we're gonna have to be very clean on this. I think it's too
late for 21.0, but we should really discuss the install location of packages
and related stuff for 21.2.
IMO, there are two policies: either you install in the standard places
(/usr/local/ etc/ lib/ libexec/ share/ ...), or you install somewhere like
/usr/local/xemacs/ and then you reproduce a standard tree. In any case, the
current installation method is bad, especially installing the xemacs subdir
under lib/.
Let's address problems in order. I'll start this again after 21.0 is released.
