When adding new features I've always tried to make the default behaviour the correct one, and add user-options only when absolutely necessary. Way too often in Emacs, the defaults are sucky, and one is supposed to configure things to his liking. I believe in a harder alternative, which is to make the defaults do the right thing whenever possible, and *then* allow user-options to change this.
