Hi Vin (or whoever reads this), Great work on XEmacs. I had a look at the website, but it was not all obvious to me how to find out what is in the changelogs. It seemed that I had to download the entire distribution just to see what was in the changelogs. Perhaps this is not the case. In any case, I think it would be a good idea to put the changelog on up on the website (if it's not there already) and add a link in your mail. I'm sure you're up to your tarballs with XEmacs development, but I think that this could be automated - whenever a new version is generated, the changelog could be copied to the website. Then all you'd have to do would be to include the appropriate link in your mail.
