I am trying to build packages from source. I checked-out out the cvs source
per instructions and modified Local.rules, again per instructions.
XEmacs.rules is trying to include Local.rules.inc yet it does not exist. I
found references to this file in the ChangeLog but no clue what should be in
it.
Any help?

I had this problem too. The file *is* in the repository. Could you
try a cvs update -Pd on the root directory (or specifically on this
file)?

Hmmmm. The 'cvs update' on the root got me the Local.rules.inc file while
the 'cvs checkout' did not.
Is it Supposed To Be That Way?

No it's not, but that's the only remedy I know of. It's strange and I
don't know what causes this behaviour.

I think our CVSROOT/modules is incorrect in some way. For example,
you can't use the -d option to specify a directory name for the
packages.
