I was using cvs-1.10.6, so I upgraded. Doing a "cvs update" then
updated *everything*, but still didn't give me the missing files.

No, it doesn't.
- Add these entries to .cvsrc:
checkout -P
update -Pd
This worked. It also gave me a few other files deep in the hierarchy,
such as comm/gnus/gnus/.new.configure. Any idea why it didn't let me
have them when I did the initial checkout?
