They are also inordinately easy to implement under mswindows.
Not if you want to have the ability to attach glyphs and extents to
tooltip strings.

I'll stop hacking. However, I don't think the frame-based solution
is ok for mswindows, given that it has its own tooltip support.
So do I. The "clean" solution that I envisioned would use tooltips
under windows, and perhaps fall back to Lisp under X.
