This is a package structure and I18N problem, changing XEmacs in the
way you suggest would not solve the problem, simply hide it until a
later date---maybe when you've got an unsaved buffer.

This is presumably a Makefile issue, and should be addressed there, if
at all. However, it is probable that the maintainer would prefer a
drastic failure of this kind which gets attention, to a more subtle
failure where the problem can pass unnoticed until run-time.
For you the workaround is just to remove that uncompilable file.
