have you build natively (MS DevStudio C++) or with cygwin tools?
I've built natively with MS VC++ version 4.
For the native build, I think at least
EFS, PCL-CVS, W3 are all broken by MS path conventions used in XEmacs.
This doesn't seem to be the case - I have successfully used efs to
upgrade XEmacs via the package interface, and W3 appears to work to
some extent (it won't render the Netscape site, but I can't work out
why). And pcl-cvs was working in a previous beta with worse
subprocess support.
