21.5.27 (not current CVS) is sufficiently stable that 21.4 + MULE on
Windows is probably not worth it. You can limp along with the
mule-ucs package and get support for editing files containing UTF-8
content, and random additional features, but there will be no support
at all for Windows Unicode APIs.
But, I don't think that will give you UTF-8 support.
For UTF-8 he also needs the mule-ucs package, which is deprecated and
orphaned, except for the occasional patch from Aidan.
Mule is currently not well supported on 21.4 at least under Windows;
I don't
know whether the situation is better under Cygwin.
It's probably substantially better if he's willing to build and use
the X Window System support rather than native Windows GUI. However,
I can't recommend use of XEmacs 21.4 specifically to work with Unicode
on any platform.
