It probably will happen, a little, but since most packages target GNU Emacs first, it's going to happen anyway for that reason. How do you feel about Sean's proposal to combine the SUMOs (xemacs + mule)? As far as I can tell that shouldn't cause you any problems, but it would mean extra baggage.
