I cannot reproduce this with -vanilla:
$ xemacs-21.0 -vanilla
M-x font-lock-mode
Oops, I forgot on very import piece of info. Lazy-locking is turned
on when you load a file with a .java extension and only if font-lock-mode
is non-nil before loading the java file.
