They finally got back to me:
cvs.alioth.debian.org offers only read-only access per design,
apparently. We're now supposed to use
cvs.debian.org

Thanks for keeping us on our toes. However, the repository on alioth
has been working poorly for a while so that we are long gone in the
process of moving to a new repository. I hope it will be announced
shortly (and that the docs will be updated to reflect that!)

No point in doing it now, because in a few days (I hope) there will be
announcement that we are no longer using CVS at all. (I don't think
we'll rip out the repo on alioth, but since there is a huge bug in
commit access and there doesn't seem to be any way to convince Debian
to fix it, it will never be updated and we are going to stop even
thinking about trying.)
I apologize for not really keeping sxemacs in the loop, but this has
been a private project of somebody else's up to last week, and AFAIK
Norbert Koch is still active in SXEmacs and he has very definitely
been kept in the loop.

Ok, I may have been mislead by Mike's email that anonscm.debian.org was to be the
permanent replacement of alioth. I did see some discussion on the list about replacing it
but nothing really concrete. Hence my (possibly hasty) comment.
