It's the number of TTY frame. Try running `xemacs -nw' and pressing
`C-x 5 2'. You'll notice that the second frame is marked as
"XEmacs-2", and so on.
Not documenting this is my fault -- I considered this method too
kludgy to document. `%N' should probably be replaced with a specifier
holding console-local values (XEmacs 21 allows the use of specifiers
in the modeline).
