All I can say is "I'm flabbergasted."
I gather they're not going to even try for an Orange Book C2 for XP.
Although I have no interest in working out the intricacies of the NTFS
filesystem, I suspect the interface to the permissions is not
presenting everything: the "read-only" is greyed-out, but I can still
change it.
Anyway, the above misbehaviour only happens with the "native"
install; cygwin seems to work just fine. In fact it works better than
"just fine": it rocks!
