code, but is there some magical variable that quietly suppresses the PGP
checks if PGP, etc. doesn't exist? I want to be fat, dumb, happy, and
stupid, and don't want to be asked if I really want to install the
package if package-*.el can't find PGP and friends.

2. The failure in 1. highlighted another problem. Package-get should
offer to fall back on the local info (cached from last time, or
from the distribution if this is the first time).
This brings up another question: should package-get always check
for a locally-cached version and use that if it exists, instead of
always downloading a package? I'd like to see this, but I don't know if
this would cause problems for others, and I'd prefer not having
yet-another-config variable if I can avoid it.
