This isn't for external packages, this is for core Lisp. It certainly
isn't necessary because it *limits* the load-path depth to be
consistent with the way the rest of XEmacs sees it. I just want to
avoid obscure consistency problems in cases where someone puts
subdirectories underneath core Lisp deeper than 1.
