packages again

        Ok, my package updates are *not* (really, really) going into the package
path I specified when I built emacs. They may not be going anywhere at all,
how do I debug this?

I have --prefix=/usr/gnu and --package-path=/usr/gnu/lib/xemacs/packages

For instance the mail-lib that was downloaded was version 1.12 but the
_pkg.el for mail-lib in /usr/gnu/lib/xemacs/packages/lisp/mail-lib is v 1.09.
