This sounds similar to some bogosity reported on the Coda mailing
list. Something's either busted in RH's nscd or there's some nitpicky
detail in the spec that never mattered on any previous implementation,
and yes, it's RH 9-specific.
I'll look it up (will take a few days) and report back, or you can
check yourself at
http://www.coda.cs.cmu.edu/.
Some people report that explicitly starting the ncsd by hand or at
boot time helps, others say it makes no difference.
