It seem to be somewhat integrated with vm, so it looks like work
without any obvious advantage compared to:
(3) borrow GNus's version (which probably exists), or
Since base64.el is in mail-lib I did this, patch to xemacs-patches
coming up.

Emacs doesn't have lisp code AFAIK. It's C only.
in order of preference.
I don't know about Kyle's updated version, but I don't think there's
anything the VM base64 code do that Gnus base64.el doesn't. Of
course, if there's an updated/maintained version of base64.el perhaps
we could update the copy in Gnus.
