It is because you have not read the documentation :-)
And neither have I :-(
uncomment-region is new in XEmacs 21.5, starting with r21-5-12, coming
in via sync from GNU Emacs.
comment-region, though, can still be used with C-u prefix to uncomment
region.
I wonder if this duplication of functionality will not lead to stuble
compatibility issues (some using uncomment-region, others C-u
comment-region)?

The first full sentence in the docstring of
`comment-region'
says:
Comment or uncomment each line in the region.
