Or you don't have the packages installed in the right place.
xpm-button-create is defined in the xpm-button library, which is in
the xemacs-base package.
You can figure that out by doing
C-h f xpm-button-create RET
which can tell you it autoloads from
xpm-button (but probably won't, since the doc-string is in the package
with the function definition). Then M-x locate-library RET xpm-button
can tell you it's from xemacs-packages/lisp/xemacs-base/xpm-button
(again, only if you've managed to really do something weird since that
information is also in the package itself).
However, if you know someone with a working XEmacs, those commands on
her XEmacs tell you what you need to know. :-)
