This should work on any XEmacs recent enough to support packages (ie, >= 20.4). Make sure you have the most recent version of the ediff package. Options | Manage Packages | List & Install (The menu interface to packages will only work for XEmacs 21 IIRC.) If after updating to XEmacs 21 and ediff >= 1.27, it still doesn't work, report it as a bug.
