Suppose Dilbert writes package foo and gets to version 1.3. Ralph

I believe you parsed the sentence in a way that wasn't intended.
Two different author versions ...
should be parsed as
(Two different (author versions) ...)
not
(Two (different author) versions ...)
I.e., Michael is talking about two different versions from the author,
not two versions from different authors.
