It probably isn't, in the sense of [1]. But as long as we're here
nuking s&m files, if it's easy to get rid of it and there's no notice
in it at the moment, let's get rid of it. Getting rid of s&m entirely
is a long run goal; it will make it easier to move to a more powerful
configuration/build control system in the future. (I'm deliberately
not ruling out automake, though I detest a lot of its nannying
misfeatures, like refusing to build if you don't have GNU-mandated
files like ChangeLog and AUTHORS. But there are also newer
alternatives -- that I admit I know little about -- like scons, and so
on.)
