psgml does not require psgml-dtds, IMO that's the way it should be.

Yes, that was the solution.
May I humbly suggest that we remove "deprecated" from the description
of the package. And shouldn't the psgml package require psgml-dtds?
psgml-dtds 1.02 1.02 Deprecated collection of DTDs for psgml.
As the dtds (or some dtds) are needed.

package (it's in Mule), edict-update.el as a not-even-first cut. This
is _not_ an acceptable implementation. But we really should provide
something that front-ends for installing data from URLs to "where
XEmacs expects them to be." Also, there should be a tool (maybe just
a shortcut to Customize) that knows how to configure most XEmacs data
paths.

Here I think "unsupported" is preferred. The DTDs in the package are
perfectly good AFAIK, they just are not updated to newer versions.
OTOH, because the SGML world is pretty persnickety about versioning,
the old versions don't change.

But the conclusion of the discussion that led to the psgml-dtds split
was that the package (not the DTDs necessarily) is deprecated, and will
be removed later. Hence, I think "deprecated" captures the spirit
better than "unsupported".

i have been working on how we can run without psgml-dtds
i have a XEmacs install setup without psgml-dtd's that i have been
using for editing html and it works just fine without them
i setup the SGML_CATALOG_FILES env var with all the catalogues on my
system and that seems the best and most portable way to setup those.
i will work out a patch and workarounds and submit them Real Soon tm. (read post weekend)
i can also recomend the FreeBSD ports that install dtd's to replace
the ones in psgml-dtd's, these ports have url's so i can will include
those in my email
