Um. Not exactly. "Batch" mode can be used to write XEmacs
scripts,

I don't think it's crazy. It's very useful for massaging text. I
like writing XEmacs -batch stuffs a lot more than I like writing stuff
in the 4-letter p-word.
By saying "no interactivity, no prompts," you exclude the
possibility of an XEmacs script. By your logic, the whole "stream
console" implementation is mostly useless.
Also, FSF Emacs handles (lack of) newlines in batch mode just fine;

don't see a compelling reason for us to sugar-coat the output.
