This has changed since you wrote your site-start.el; the current situation is that when you start XEmacs in a ja_JP.UTF-8 locale like so: env -i LANG=ja_JP.UTF-8 TERM=xterm ./xemacs -vanilla the language environment information is initialised to: current-language-environment => "Japanese (UTF-8)" (assq 'native-coding-system (assoc current-language-environment language-info-alist)) => (native-coding-system . utf-8) (getenv "LANG") => "ja_JP.UTF-8" My local archive goes back to November 2004, so I don’t have it either.
