I’ve modified it to work on GNU Emacs 21.2.1 on X11. Redisplay of
the
characters fails there, but it may work on other platforms.

Yes, perhaps, but that’s also consistent with the other functions
that do this sort of thing. See #'morse-region,
#'encode-coding-region,
#'fill-region and so on.
