When I tried the previous netinstall, I got partway through when the ftp
site started rejecting my connections with (paraphrased) "you can't have
more than 4 simultaneous connections." It would appear that either the
ftp site was not quite working right, or the netinstall wasn't properly
closing connections between files.
Also, I've personally had extremely slow transfers from the ftp site. My
office has a 4 Mbit connection to the internet, and I was barely getting
modem-speed downloads. When I couldn't complete an install due to the
above problem, I downloaded Fabrice's binaries from Europe (to the US),
and had vastly better speeds than I got from
xemacs.org.

pub/xemacs/windows/win32 -> ../binaries/win32
pub/xemacs/windows/cygwin32 -> ../binaries/cygwin32
This satisfies the need for a stand alone hierarchy without having
windows
stuff in the root.
I have tried a download myself with a direct connection and had none of
the
problems Adrian reported - so I don't know whether it is anything
to do
with our ftp site.
