instructions for package authors and put them in the XEmacs
distribution. There must be already some general instructions how to
write lisp extensions for an emacs in the info files.
In particular there should be an "how to write an XEmacs package"
section in the lisp ref. However nobody has gotten around to doing it
yet because the package system wasn't stable enough and the
description how to make an XEmacs package was basically "watch Steve
do it".
