Oops, my patch is designed to transliterate ?: to ?- as this would
seem well in line with
http://www.sil.org/sgml/sotr9401-a2.html (look
for hyphen in the text).
Is there a reason why we would want ISO_8879=1986 instead of
ISO_8879-1986?
