I would welcome an improvement in the package system so that third
party packages could be distributed outside of the official XEmacs
Packages much in the way like PORTDIR_OVERLAY works in gentoo or "DAG
RPM Repository" works for Red Hat.

You could maybe say not support enough since we are working on it. I'd
say that is some kind of support.
That you try standing on your own legs and dealing with the consequences
of your policies in your repositories is supporting XEmacs rather than
AUCTeX in my view. We earned no thanks for our XEmacs-related packaging
work which never made it into the XEmacs repositories. Don't set your
expectations too high in the other direction. It does not look like
there would be any contributions into upstream related with that, so the
AUCTeX development team's role is more that of a spectator than a
recipient.
