I think that the second step of the plan can be performed at any
time. The script will only touch files that matches a GPLv2 or later
license text so all the files that has been resolved to be GPLv2 or
later but don't have that license can be edited and moved now.
Could you run the script at this time, or post it, so we can do it?
That, I think, is the right first step to take so we don't do
unnecessary work.
