Red Hat disables core files by default, do a "ulimit -c unlimited" from
before starting up XEmacs from a shell and you should get one (it will
be named "core.<process-id>").
The init file for your XEmacs lives in ~/.emacs or ~/.xemacs/init.el.
Everything in /etc/skel will be copied by default to new users' home
dirs, so it's likely that you've got it in your home dir. Their
/etc/skel/.emacs is also somewhat buggy (already reported, no response
so far).
Just move your ~/.emacs and ~/.xemacs out of the way temporarily and see
if that helps, then try to bring them back, possibly piece by piece and
try to find the offending snippet of code.
You bug report seems to indicate that there is something wrong with your
~/.emacs though you say you don't have it...
